屏東地檢署調查屏東縣議員「洪慈綪」涉嫌透過丈夫黃志威充當白手套，收取工程回扣三百萬元。洪慈綪在偵訊後諭令50萬元交保，丈夫黃志威由法院裁定羈押。
屏東縣琉球鄉納骨塔工程以及道路工程傳出綁標、圍標情事，屏東地檢署偵辦，在去年8月和11月依違反政府採購法、貪污治罪條例，將涉案業者及琉球鄉長陳隆進等人聲請羈押獲准。檢調追查發現屏東縣議員洪慈綪的丈夫黃志威也涉嫌向業者索賄，1月19日發動搜索且傳喚洪慈綪夫婦到案。
屏東地檢署主任檢察官陳韻如說明，檢察官追查發現黃姓被告索賄不法所得約三百萬元，涉案重大有勾串滅證之虞，向法院聲押獲准，檢察官並諭令洪慈綪以五十萬元交保候傳。
洪慈綪在廣大興漁船事件中，以洪家長女的身份為家人和漁民爭權益，之後當選屏東縣議員。檢察官調查認為洪慈綪以丈夫為白手套，向業者收取工程回扣。
